Paul Browne, arch orator for the NYPD, pronounced Monday that parking placards never authorised officers to play ground illegally in front of glow hydrants, train stops, cranky walks and on sidewalks.The dialect has stepped up coercion of bootleg parking after Mayor Michael Bloomberg cut the series of placards issued.Palladino says the use has involved stuck officers, the open and even those underneath arrest.
